Matthew is a partner in the Project Finance, Energy & Infrastructure Department.
Matthew practices various fields of Construction Law and represents Employers, Contractors and Subcontractors in projects performed in Israel and abroad.
Matthew represents Israeli and International companies in complex construction disputes and in local and international arbitrations, including ICC arbitrations.
Matthew is experienced in the various forms of implementation of large-scale infrastructure projects (PPP, EPC, DB, DBOT), particularly with respect to Concessions, Contractual and Commercial Management, Claims Management and Dispute Resolution. Matthew has been involved in several notable projects in Israel, including the Tel-Aviv Light Rail, the Jerusalem Light Rail, the Tel-Aviv “Metro”, the Ayalon Highway “Fast Lanes” project, and expansion of Intel’s Israel microprocessor plant, as well as the construction, operation and maintenance of solar power plants, construction of water treatment plants, and others.
