Eli Elias is a Partner and Head of the Municipal Law and Municipal Taxation Practice at Shibolet. He is an expert in municipal and administrative law and provides clients with comprehensive legal advice and representation across all interactions with local authorities, water and sewage corporations, and the Israel Land Authority.
In this capacity, Eli advises companies and organizations on a broad range of matters, including municipal taxation, arnona (municipal property tax), fees and development levies, assessment and development agreements, development and infrastructure tenders, business licensing, planning and construction, tender law, and regulatory and legislative proceedings.
Eli assists his clients throughout the process – from reviewing charges and legal exposure, through developing strategy and managing engagements with the relevant authorities, to conducting legal proceedings before courts and appeals committees – with the aim of reducing liabilities and achieving the best possible outcome for them.
His practice is relevant to a wide range of entities, including real estate companies, high-tech companies and software houses, shopping centers, insurance companies, banks, industrial properties, gas stations, and hotels. Eli has extensive experience handling significant and complex matters in municipal taxation and administrative law.
Prior to joining the firm, Eli served as legal counsel to the Centers of Local and Regional Government, local authorities, and water and sewage corporations. In these roles, he developed in-depth expertise in a wide range of issues relating to their operations and their interface with the business sector.
